It depends entirely on the programme. A large number of universities went GRE-optional and many have stayed that way, while several competitive CS and engineering departments still expect it. We check the requirement per programme on your shortlist rather than assuming, because "GRE-optional" at a competitive department often means "GRE strongly helps".
OPT lets F-1 graduates work in the USA for 12 months after finishing. If your degree is on the government's STEM designated list, you can apply for a 24-month extension, giving 36 months total. That extra time is what makes an expensive US degree pay back, so whether a specific programme carries the STEM designation is something we verify before it goes on your shortlist.
You need to show funds covering the first year of tuition plus living expenses as stated on your I-20, and be able to explain how the remaining years will be funded. There is no single official number: it is whatever your I-20 says. Loan sanction letters, fixed deposits and parental income all count, and the consular officer cares as much about how coherent the story is as about the total.
