Germany is the one destination where the headline is accurate. Public universities charge no tuition to international students in fifteen of sixteen states. What students are not told is that the admission process has more steps than the UK or the US, each with its own deadline, and that two of them, the APS certificate and the blocked account, have to be started months before the visa.
This guide walks the process in the order it has to happen. For the university list, course cards and scholarships, the Germany page on this site has them. This is the part that goes wrong.
Who Germany suits, and who it does not
Germany fits engineering, computer science, data science and the natural sciences best, because that is where the English-taught master's programmes and the hiring are. Business and management programmes exist in English, mostly at private universities that do charge tuition. Humanities and social science master's are largely in German.
It suits a student with a strong academic record and a modest budget, because admission at the technical universities is competitive on grades rather than on essays. It does not suit someone who wants a one-year master's, or who plans to leave with no German at all. Most programmes are two years, and the job market after graduation rewards B1 German even in English-speaking companies.
What it actually costs
No tuition does not mean no cost. Here is a year at a public university outside Munich, using the figures the Germany page on this site uses, at ₹106.84 per euro.
| Item | Euros | Rupees |
|---|---|---|
| Tuition | €0 | ₹0 |
| Semester contribution, two semesters, includes the public transport ticket | €300 to €700 | ₹32,000 to ₹75,000 |
| Rent, shared flat or student hall, 12 months | €6,240 | ₹6.7 lakh |
| Food and groceries | €2,400 | ₹2.6 lakh |
| Public health insurance, student rate | €1,500 | ₹1.6 lakh |
| Transport beyond the semester ticket, phone, personal | €2,400 | ₹2.6 lakh |
| Total for the year | about €13,000 | about ₹14 lakh |
Munich adds €200 to €400 a month to rent. Baden-Württemberg, which includes Stuttgart, Karlsruhe and Heidelberg, charges non-EU students €1,500 a semester, so a two-year master's there costs €6,000 in tuition. Private universities charge €10,000 to €20,000 a year and should be compared against the UK, not against German public universities.
Germany against the other seven, in rupee lakh
Tuition, living costs and post-study work rights for eight countries in one table, so the budget decision comes before the university decision.
The APS certificate: start here
Since November 2022, every Indian applicant for a German student visa needs an APS certificate from the Academic Evaluation Centre at the German Embassy in New Delhi. It verifies that your Indian degree and marks are genuine and that you meet the entry requirement for the programme. No APS, no visa, and most universities now want it with the application.
- Apply online on the APS India portal, pay the fee of about ₹18,000, and courier the attested documents: degree certificate, all semester mark sheets, Class 10 and 12 certificates, passport copy, and the APS form.
- Processing takes three to ten weeks depending on the season. The May to July window before the winter intake is the slowest.
- The certificate is valid indefinitely for the qualification it covers, so one APS serves every application in that cycle.
- Graduates of a German-collaborative programme or holders of a DAAD scholarship follow a shorter procedure. Everyone else does the full one.
The APS is the step that moves everything else. Count back from the visa appointment: APS done by the application deadline, which for the winter intake means starting it in January or February.
Intakes, deadlines and uni-assist
German universities have two intakes. Winter semester starts in October and takes the bulk of international admissions, with application deadlines mostly on July 15, and earlier at the technical universities, some as early as May 31. Summer semester starts in April with deadlines around January 15, and fewer English-taught master's open for it.
Many universities route international applications through uni-assist, a central service that checks your documents against German entry requirements and forwards them. It charges about €75 for the first application in a semester and €30 for each further one, and it adds four to six weeks, so the uni-assist deadline is effectively earlier than the university's.
| When | What |
|---|---|
| January to February | Start the APS. Sit IELTS if you have not. Shortlist programmes on the DAAD database. |
| March to May | Apply through uni-assist or directly. Some TU deadlines fall in this window. |
| June to July | Admission letters arrive. Open the blocked account the day the first admit lands. |
| July to August | Book the visa appointment. Health insurance confirmation, blocked account confirmation, APS, admit, proof of funds for the first month. |
| September | Visa issued. Register the address within two weeks of arrival, activate the blocked account, enrol. |

The blocked account
The visa requires proof that you can support yourself for a year. The standard route is a blocked account, a Sperrkonto, holding €11,904 for 2026, which the bank releases to you at €992 a month after you arrive. Older guides still quote €11,208, the 2023 figure. Use the current one.
Providers approved by the Foreign Office include Expatrio, Fintiba and Coracle. Each charges a setup fee and a monthly fee, and the transfer from India takes three to seven working days under the liberalised remittance scheme. Budget the full amount plus about €150 in fees, and remember that the money is yours; it is simply released monthly rather than up front.
A student has €11,904 in the blocked account and arrives in Munich in October. The rent is €750 and health insurance is €125. What happens in month one?
Working during the degree, and the 18 months after
Students may work 140 full days or 280 half days a year, raised from 120 and 240 in March 2024, without a separate permit. Work as a student assistant at the university does not count against the limit. A HiWi job at €13 to €15 an hour and ten hours a week is the usual pattern and covers groceries, not rent.
After graduating, you can apply for an 18-month residence permit to look for a job matching your degree. During it you may work without restriction. Once you have an offer, you switch to the EU Blue Card or a skilled worker permit, and permanent residence follows after as little as 21 months on a Blue Card with B1 German. This is the part of the German offer that competes with everywhere else, and it is why the language matters: the engineering roles are open in English, the ones that lead to permanence are easier with German.
Start A1 German before you fly. A2 by the end of the first year and B1 by graduation is realistic alongside a master's, and it is the difference between a job in 18 months and a flight home.
Scholarships worth the form
DAAD's EPOS scholarships pay €992 a month plus travel and insurance for development-related master's programmes, with deadlines a year ahead of the intake. The Deutschlandstipendium pays €300 a month and is applied for through the university after admission. Erasmus Mundus programmes that include a German university are fully funded. Beyond these, most German universities offer little, because the tuition is already zero.
